Keep calculated allocations and local adjustments separate. Adjustments carry reasons, and school-facing explanations can accompany the allocation. Review the frames and publish deliberately; a draft is not a published allocation.

How does the school follow up?
The published allocation gives the school a fixed reference. Its working plan shows demand and staffing and can change without rewriting the published municipal frame.
